The State of California's Commission for Teacher Credentialing (CTC) issues Child Development Permits at various levels (Assistant Teacher through Program Director). The permit authorizes the holder to provide service in the care, development, and instruction (at some levels) of children in a child care and development program. Permits are required to teach in programs receiving subsidies from the California Department of Education/Child Development Division (Title V) and by many other employers as well. The CTC also issues credentials to K-12 teachers.
